The administrative community was founded on December 19, 1991 and today consists of the member municipalities of Fockendorf, Gerstenberg, Haselbach, Treben and Windischleuba.

The administrative community is located in the north-eastern part of the district and has many sights and excursion destinations. The youth hostel, considered one of the most beautiful of its kind in Germany - formerly the moated castle of Börris Freiherr von Münchhausen - is located in the center of the Windischleuba community.

Buildings worth seeing include the church in Gerstenberg, which dates back to 1472, and the village church in Treben, which was built in the second half of the 15th century and had its exterior extensively renovated in 1991.

Dating back to 1329, the manor in the municipality of Treben is one of the oldest of its kind in the district.

The reservoir in Windischleuba and the Pahna recreation park, which offers an attractive environment to around 500 permanent campers every year, are ideal for excursions. The Pahnaer Holz, the Kammerforst and the Haselbacher ponds are also ideal for long hikes.
